One would figure with the Bundesiglia's dedication to competition this wouldn't happen. Don't they listen to the people? Usually the sports media has every coaches decision under a microscope.

The DFB is a quite feudal structured organisation... The coach has almost unlimited authority in choosing of his players... And most of the time, it only counts, that the team wins the important games. If it catastrophally loses in a friendly it's no big deal (at least on the long run, short-terms there'll always be tensions)
The competition in the bundesliga is kind of tricky... some say, that the transfer policy of FC Bayern destroys the competition, since they tend to pick good players off of competitors to weaken them. So usually it's only a competition between Munich and a given team, that is not in the focus of their transfer interest.
The situation with the national team is therefore a bit problematic... Competitors couldn't develop there teams for all too long, so they have a international competition team in one season, but lack key players in the next, so they can't repeat the results from the last year... and usually, munich set's new players on the bench, since they have enough players, already...
